I now start to question whether or not 100% the game on Hardcore is even possible, considering the fact I couldn't find the remaining 3 notes up until I finally reloaded the checkpoint in my run.

Possibly, but notes have more spawn locations on a PC than on a phone. Here you have there really hardcore.

Unless you die on purpose and collect the remaining notes on your second playthrough right after but I doubt that's even the point of the run.
