The gravity pass costs 200 robux. robux not everyone has, so It’d only be fair to have a category that removes it, for people who don’t have robux or don’t want to spend it.
Low gravity isn't allowed for any category. Low gravity% might be a category someday.

And also just by the general movement of the player, if a player slightly bumps the ground they will go very high in the air and not be able to gain anymore momentum.

Due to overwhelming support for a rule update concerning the definition of skips, the rules and official wiki have been changed. The only major change is that start skip has been renamed to start maneuver and is now allowed in level 1 skipless% speedruns.
