Is screen recording for 3DS using NTR allowed for runs?

NTR Screen Streaming forces the New 3DS clock speeds on to help with the stream, this also decreases loading times in the game by a few seconds. (Without NTR, the New3DS uses the old clock speeds) You might want to ask the moderators about this.
