Yes it is! Just the use of any cheats/manipulation are prohibited. We feel like allowing emulator opens the door to new runners (game is surprisingly hard to find)

I run on disk as well the only requirements for a run are erasing all progress before starting a run. Cutscenes are skippable so we allow it because it just makes the run faster. Now some cutscenes might just be skipped super well and hardly pop up due to fast load times.
