As a result of some internal community discussion and reflection, new Discord Servers have been created for the Main Series games (broken up by console) and some of the Side Games. These servers and communities are very much a work in progress and are all undergoing some pretty major changes, however we recommend that you join any and all of the servers that apply to you. The expectation is that these smaller servers would become the new home for each community, and that this General PSR Server would become more of an archive, logging the history of our speedgames, but not fostering new discussions within it.

Histy's DLC is banned for NG and will stay banned.
In the broadcast you posted you missed the required converse with Histoire immediately after you hand in the Dogoo quest at the start of Neptune's story. Don't worry, this is by far the easiest mistake to make on a True End run and hopefully you won't miss it from now on.
New Game runs don't allow DLC at all (well except for the Trillion costumes) because there are 2 free DLCs (Histoire item sets) that completely break the run's balance. Items are actually really important in NG because the good heals are super scarce.
There is a New Game with all DLC allowed category but that's mainly just for fun as there is little challenge once you have DLC weapons/armor that increases your stats by like 5x.
The main random element for bosses in the NG run is their move selection. You can use strategies to (mostly) control who they will hit, but if they pull out their OP multitarget moves too often then things can go bad fast. Every boss has a relatively high win rate except a few early on in the Zero Dimension though.
The current fullgame New Game records actually do use S+Q strats but it is likely that they will have to be skipped in the future once the categories actually get somewhat close to optimization.
The only items used in current runs are Eject Buttons and Forbidden Twigs anyway as far as I know. The run would be much more annoying and a fair bit slower without those allowed, so "itemless" probably won't become a thing.
For level limits, the only ones that make sense are 99 (no DLC at all) or 999 (all free level caps installed) in my opinion... anything else is just artificial. The top 2 runners (myself and Aaron) both use around lv500 characters because the time save after that point is minimal compared to the amount of grinding required, but there's nothing really stopping someone doing a run at 999.
Histy's sets are only meant to be banned for NG runs. I will ask a mod to get the rules clarified. All Free DLCs are allowed for NG+ no paid dlc runs because it's not like the Histy set really helps anyway.
