On the rules page for emulators, it says "Smartphone emulators are banned". I would like to know if this extends to other portable gaming devices, like the Vita. If the concern is emulation accuracy, then if a smartphone were to run the same emulation core that computers run, then would it become valid. If I were to use the same emulation core on the PS3, what separates that from running it on a Vita, or on a smartphone? I would generally like this policy to be clarified.
