e.g. perfect health at L19 is 11HP, as that's 19/59 for last 3 fairies.

Repel to Farfetch'd, Talk to dude, turn back and get the Charcoal.
Repel, Cut to Sentret, and Cut through Ilex. 
Get both Ethers and Full Heal. 
First ether to right, Full Heal up of Top Left corner of first tree, second ether up of Bottom Left corner of second tree 
Go shopping (elevator to start)
Sell: Charcoal, TM51 Roost, TM89 U-Turn
5F: Buy Thunder (TM25), Fire Blast (TM38) 
3F: Buy 1 X Speed, 1 Guard Spec, 3 X Acc, Max (6) X Spec (272 remaining)
Note: Can also sell Fast Ball and buy a 7th X Spec for Whitney, if not in Blaze and/or a pansy. Would have 200 less.
Got Bike, Teach Fire Blast (over Tackle, Slot 1), Register Bike
Get Master ball, head out and tweak into Gym. 1 2 3 2 1

Get Squirtbottle, off to Ecruteak. | No Kenya
Use Repel, ether on Fire Blast, tweak past all trainers. Running tweak 1 2 3 4 3 
Must NOT enter 4 before the tweak. (put on Bike after tweak)
 
Run from Sudowoodo. Make sure if Sentret didn’t die, it is now.
Singles: Fire Blast everything. (Blaze for first then lvl up, don't need blaze for Wigglytuff's) | 1/16 on last Clefable without Blaze
Ether Fire Blast, Heal to 27+, Repel

Get third ether outside Burnt Tower before entering 

Rival: Fire Blast, Guard Spec: Fire Blast + Fire Blast (+QA/Ember), Fire Blast/Ember, Ember
Water Gun: 20x4, 24x11, 26. | Torrent: 30x7, 32x8, 36
Note: FB + FB + Ember is 100% on Croc, QA is a heavily favoured range, only go it when you know it'll kill. Obviously use dummy move first if will die to Torrent, unless burnt in which case either Leer or go the kill. | Flame Wheel is 5/8 to get Gastly, Blaze Ember is 100%

Location manip, run down and get him, Pokerus should spread to Raikou on catch 
Go to Dance Theatre, Ember, then switch Raikou to Front, teach Thunder (Over Roar, slot 1)
Get Rare Candy | Buy 10 Super Repels (1744 remaining) | Get Strength to the right.
Spark whole Gym, Thunder Gengar

(Must get 1 of Violet Candy and Triple Tweak) | [Violet Candy isn't an extra Repel, getting that one for now]
Head down south, and Get Magnet | 
Teach Shadow Ball to Raikou (over QA, Slot 2), Surf to Sentret, Strength to Quilava. Equip Magnet to Raikou, Super Repel off to New Bark | Get Violet Candy, Second super as soon as first one wears off
3rd Super Repel before the tweak. | Go to tweak past Tohjo Falls. 1 2 3 2 1
 
Now Tweak through pseudo Route 29 and go straight right into Surf. 1 2 3 2 3
 
Use second Super Repel after first wears off (or at water if after all the grass) | When using second, then use 2 Rare Candies to Lvl 43.

Get SS Ticket, 3 Super Repels to Olivine. 
Use 2 Supers as soon as you leave Elm's Lab and then again when first wears off. Third is before Sudowoodo
Before Sudowoodo, switch Sentret to the front, use the 3rd Super Repel, and switch mode to Shift. Then die to Sudowoodo, and Flee.

When on Route 11, Max Repel and Teach Flash over Spark (Slot 3), then running shoes tweak to remove Snorlax, put on Bike and to Diglett's cave. 1 2 3 4 3
 
Head down to Viridian. Enter building and exit. (Get elixir here if ran out of ethers)
Tweak into gym. 1 2 3 2 1, save at the spot.

Seeds will usually start at RNG Frame 1 (2 if ethan call or entei is an ass and add 2)

Make sure step counter is between 20-89 when you finish elite 4. It is 43 plus any mistakes you make (assuming 3 ethers, no other hiddens)
