Would having a run using permanent upgrades be a good idea?

In IL (Individual Level), you're allowed to have a permanent upgrades before runs. At the moment, i don't think it'll affect the IL runs way too much as IL itself needs to be more general and less restrictive than the Full Game.

As for the Full Game, you must start the game from the beginning, so every permanent upgrades needs to be on cams, thus having a permanent upgrades before the runs will invalidate later runs.
