If facing the rock, sprint into it while wiggling ("strafing"). After getting about a Diver's height up, dive 90 degrees left (just hold A on PC) to make it over the fence.

If you're having trouble or want to explore other routing potential, dive diagonal right onto the rockface. From there, you can run the same direction (north) - when you become parallel with or pass the fence, dive Up the rocks. Yeehaw!
