Well the rules say absolutely nothing about it but officially it's not allowed. However, if you get good verifier rng then your run might not get retimed (its really silly)

Download multiMC (you dont have to but its better than vanilla launcher so just do it), create instance, click edit instance, click install fabric and put the mod in the mods folder and you are done
