use livesplit to setup the timer, there is a lot of cool stuff you can do with it, but you can set up keybinds to start and stop the timer. However the mods do not require a timer, it may lag your computer or recording a bit, and they retime it anyways so the timer doesn't matter, but you can use it if you like it
i would think it would be a good idea to have a tournament already mostly ready, with like a plan on how it will work, a discord server and everything, and then is when I would gauge community interest in a speedrun league and see if people like the idea. I think if done properly something like that could be really fun! Also it seems like you just thought of this, and were inspired by Nerdi's Java tournament, and I think you probably should think more about the specifics and logistics of the event (like coordinating time zones) if you were to attempt something like this.
Oh this brings up a question i have had for a while, if you were to enter a village in a level run, like run through it, but not take or break anything, is that still a run with structures or no structures? Does anyone know the answer to this?
icarus isn't even an official minecraft java category, it is it's own "game" with it's own mod team and own leaderboards. It seems unnecessarily difficult to add, and mod a bedrock icarus. For instance if you were to have to equip the elytra yourself, like @UnSync suggested, we would have the problem of once they are done giving themselves the elytra and rockets, when does the timer start? What if they look around the world before the timer starts? It just seems too hard to mod for it to be a category.
I would get discord to organize a tournament, you don't even need the app it works fine on the website.

I think if you got like an enter nether record, and also broke the rsg record, or even just got a pb , you can submit the same video but you may want to add timestamps. I'm not sure of this though, but it looks like you can.
Some texture packs are allowed but none that give you a clear advantage. For instance I think shortened swords is allowed, but clear water, any x-ray packs, and other things like that are banned. Idk if pvp packs that outline ores are allowed. The mods like it if you just run the game on vanilla if possible.
