Changed from previous rules to make the retiming more accurate to Livesplit
Runs start from first frame of "wheel freeze" Runs end at first frame of full black (if applicable) Else runs ends first frame of Livesplit stopping (for Bhogavati) or for the first frame of the 'E' input press (Out of Time)

Speedruns of all categories now must be capped at 120 or lower frames per second, due to a new discovery that presented an unfair advantage to players running worse performing systems.
