On my first attempt, I had forgotten to complete either of the government ranks, so I had to do another attempt. I deleted the FtC savefile, but didn't do so with my achievements file. (Used the up to FtC savefile)

Thus the prompt(s) for every rank besides IRO didn't show up this run.
