As far as I know, the vast majority of past runs have involved moving all officers from Shift B to Shift A on Day 3.

Actually, you DON'T have to do this.

On Day 3, you can move all officers from Shift B to Shift A, except for Kochi. Keeping one officer is sufficient to get you the Bad Ending. (Meaning, initiate the officer swap from Shift B starting with Yancey.) Kochi is kept because she is programmed with a "Laziness" value of only 5, and because she ranks high in ability, she is on the far left of the list, which makes it easier to operate.
