The rules have been altered, but saying any command that doesn't change the settings of training is pretty straightforward, when you use admin commands to kick bots and to add bots to your team you are altering the settings of training. If you had discovered an exploit that allowed you to do this it would be acceptable (like with Engineer and class changing)

I think a pretty effective rule of thumb is if it works on a pub/regular server, it's fine.
