I did a speedrun for re2 and got a WR time but I had Noir Mode ON and my run is still awaiting verification but would this run still count as I followed all the other rules and there is no rule against Noir Mode just DLC Content that provides any in game advantage which Noir does not provide any in game advantage

Nah, Noir mode is fine. I find it harder honestly to distinguish shadows and whatnot with it on, but it's ok to use.
