In Capcom Arcade Stadium you can speed up or slow down the game im wondering if this is allowed at all for a speedrun.

Definitely speeding up/slowing down is not permitted for this game. Just play the game in Normal/Default mode without changing the video speed. I suggest you to check the top runs and you will realize that these runs were perfectly done in Normal mode.
