I don't know how consistent this is but I have seen the same thing in one of my runs. I clicked out to chat then clicked back during the blank screen and saved around 2 seconds, same as the above. Have you tested it more than once?

You don't need to QS first stage, normal shots are fine. I would recommend turning slightly though to keep your shots on target.
Sounds like BS to me, never heard of invincibility frames before, never mind a brown herb.

You don't need to use livesplit if you are using the SRT. Just open it and run as administrator to be sure.
You are looking for the Bio2 SRT, you can find it under "resources" in the "tools" section. Depending on the version you are using you might need either the classic or 1.1 version.

Unfortunately this is a common issue so I would recommend using windowed mode, especially if you are looking to speedrun the game.

Grim. I'm not sure what to suggest if the two usual techniques haven't worked. I know on windows 10 that other people have had issues installing. I am on windows 10 and the setup technique is what worked for me. Might be worth uninstalling and making sure all files are removed and the Capcom folder has gone from your program files then try again.
I'm getting the same issue as well unfortunately.
Have tried some of the above recommendations such as changing to "integrated graphics" but no change.
I would use Biosoft but it runs like crap.
I would recommend following the below video, this uses a different method of install from the setup technique. You shouldn't have to change the compatibility mode before you have installed the game. You can also find another video on the same channel which explains the method using the setup. What OS are you using?
Unfortunately on Windows 10 people have issues getting it to work at all. You can always try the 1.1 patch but that is very last resort.
Most runners use the "all doors" one, personally I would recommend it. Where did you get your splits from? I can see that you have commented on the below video, if you follow this then everything should work fine. Check all files are correctly set, especially the asl file in the "scriptable auto splitter" section of livesplit.
If you have downloaded the splits from the resource section there is a readme in the folder which explains exactly how to set up your splits. It is most likely that you haven't set one of the file paths correctly.
I had the same issue on Windows 10 and managed to fix it using the installer. I would recommend using the below video. This same video will also link you to another tutorial however this is using the data files method you mentioned above so not sure if that is worth trying again.
Try the Bio2 SRT time from the resource section. I had to use it on my last laptop because it could barely handle having livesplit open along with the game and OBS.
Are you running everything as administrator? In particular livesplit? If you are still having the issue I would use the Bio2 SRT timer from the RE2 resource section. That isn't as recourse heavy and still provides your time for runs.
