If you used the disc on a Wii U, I'd say to submit it as "Wii", since it was an actual Wii disc that was used.

It is, it's just also available on the eshop in a version that wasn't made for the Wii U specifically, so most games will list them under "Wii U Virtual Console" (Super Mario Galaxy is a similar case).
