I want to use Snickerstream because I can't afford a $200+ capture card to record in 60 fps. Snickerstream usually streams at 30 fps.

Can I be verified a speed run with the software?

Korean vs Japanese is less than a second in difference, but Korean is slightly faster. You save a ton of time over English so use either one. 
Also do you have any sort of proof for your any% time?
