S ranks should be separated from A+ or higher considering the playstyle for each rank is completely different. A+ can be done by shooting every suspect on sight without remorse. S rank forces the use of non-lethal methods to get all suspects to surrender with zero casualties.

When I first was coming up with categories I debated whether or not to put a S% because I figured no one would run it but nevertheless it is up now.
