So why doesn't V-Rally 4 have a speedrunning thing? The rest of the series does, but why not that one?

Mainly because no-one has done a run as far as I know, if a run is done and the rules can be outlined on where the timer starts and stops and what the category is etc. then we would consider adding it to the series.
