Personnaly, i use Avermedia ExtremeCap U3, it's mostly meant for HD stuff (HDMI + Component), so if you use the PS3 component cables (they work on PS2 too), it works fine. Also, the capture card itself requires USB 3.0 ports to work (you probably have one though, unless you're on a reaaaaaaally old pc).

As for the price, iirc i got mine for 110 - 120€.

VBA emulates lag really badly, 1 frame of lag can turn into 5 seconds of time loss (RTA-wise i mean), if not more.

I recommend using Bizhawk instead, it's way better, mostly because it emulates GBA better than VBA does in general. Especially lag.
