Yes, you can. I checked a few videos and it looks like another arcade port.
The passing through an enemy trick (glitch?) is allowed. I've had that happen to me many times. You don't have to have a timer, though it does help.
Flash versions run Pac-Man different from officially released versions. As far as I can tell, they're inaccurate, and not allowed.

Some of the timings on these speedruns are off. Some have start times from reset, some have start times from character control.

How about this:
A category for each level until the difficulty maxes out. For the arcade version, it's Level 21 (9th key pattern). I'd have to look more into the other versions. Any% and 100% (Perfect) completion.
I added PS4 as a main platform. You can now select it when submitting.
MAME speedruns are Arcade EMU. Any settings are allowed for extra lives.
Any version of MAME is allowed and INP is not required.
Looks like it would be a separate category. Reason: Different ghost AI's can affect routes for speedruns. PS1 has different patterns that are not the same as the other categories.

How about this: Submit a run and I'll figure out what to do with it. From your description, it sounds like an Arcade port, so submit in the Arcade category.
Majority of the Pac-Man ports follow the same pattern as the arcade version. So the GBA and Namco Museum releases of Pac-Man should be submitted in the arcade category.
I keep finding different versions of what you are explaining, and from what I see, it would be in a different category. Would you please make a video or post something of what you're referring to?
