regarding speedruns I guess that only the final ingame-timer will matter.

Still the timer runs, when you are doing stuff in the item box and the inventory. So wouldn't it make more sense to split the game's category by input-device instead of console and PC, especially since the game runs basically the same on all systems and digital foundry confirmed, that all the important character animations are locked to 30fps no matter what your framerate is.
