SonBeto is pretty much the face of the South American representation for this game, he was always helping and looking out for new runners (myself included when i started), also he was responsible for the Basement Cup, and that tournament pretty much re-ignited the interest in the game, people from all over the world either came out of retirement or started playing in a more serious way to compete, it had 44 players on the board, and about 23 different countries, so it was not like a South America thing. As he stated above, a moderators job is not only to accept/reject runs, but also to care for the community, and he has done that extensively, with the tournament, his 7 HOURS guide of the game, being in favor of GL-TOOL, and the "TAS" of the game, so kicking him out of the job, because he was one month "inactive", is the same as kicking Maradona out of the Argentina football team for not showing up for practice or something, simply unacceptable. And yes, IMO Mods/Supermods should always be "elected" (or rejected in this case) by the whole community, not by or or two people.
as far as i remember, it is allowed. Since it just makes the game look nicer.
Would be a nice change, also a nice incentive to learn the run and to some runs in the future
