Having whatever is in Any% apply to 100% would be ideal. That said, having Inbounds be a sub-category would be best (see the Dread leaderboards). That would allow people to submit runs for both Unrestricted and Inbounds for something like Any%, and the Spreedrun.com UI makes it easier to see and compare the two separate leaderboards if it's a sub-category over a filter, which aren't actually separate runs at all.

I brought these points up to the mods in the Discord, and the general consensus was that if an Unrestricted/Inbounds sub-category split is going to happen at all, people need to be submitting runs for Inbounds, and then submitting follow-up runs that improve their time over time to be considered an "active runner". The more active runners running Inbounds, the greater the chance we get a sub-category leaderboard. Having the filter now is good because it allows us to see who all is doing this, so the best thing everyone reading this can do to make this happen is to keep submitting Inbounds runs, for both Any% and 100% if you'd like to see it there too.
