We can do 1 of 2 things here. We can vote to have it legal for Major Glitches runs or only allow it for Barry skip. I prefer to have things more uniformed such as global ban or global allowance. I'm always a little skeptical about making things ok for just this part or that part because you never know down the line when something else is found that uses it, then we have to decide if we should allow it for that part too. It becomes complicated and controversial. Even if it is banned, that won't stop people from using it to search for more tricks and glitches and if something is found later on, we'll just have to discuss it and do what is best when that time comes. Things change and new tricks are found. It's just part of speedrunning and always will be. This is just my personal opinion. The final decision will reflect all of our votes as a community so speak your honest opinion about it.

As far as Barry skip goes, if you miss it, you miss it. Just be glad it's the first thing you do in that category. If banned, I believe it should be banned altogether.

I'm against it. I think it's a cheap way to save time and it would completely replace the inv menu for all pause cancels unless you have to do something in inventory. When I think about speedrunning, I think about fast play, not lame ass technicalities to abuse an in-game timer. It's a shame we have to time it with shitty IGT but that's the way it is for these games and the community. Lets not dig so deep as to find ways to abuse it to death before someone spends 6 hours frame advancing with config menu to get a 20 minute IGT. I mean, could you imagine that shit? lol.

It will be a bigger save in PSX because of the door loads to get the bazooka. New game+ has stronger enemies so I expected a few rockets would be needed for bosses. I still haven't tried a rocket run yet. Not even sure if it's in the bank or if you start with it. It's going to save on the acid and explosive round pickups later. I tested quick shooting about a year ago with RL and experienced just a slight increase in fire rate. Barely anything. Hard to say until a solid complete run is done. BT will be the big question. Webs have a lot more hitpoints in new game+ as well.

Also, I believe the RL takes up 2 spaces of inv. if I remember right which means 1 less pickup for acid skip.

I'd assume it could probably shave off a good 45 seconds or so. No Bazooka or ammo pickups or reloading. I would think boss fights would be slightly faster also. I'm not against it. It is a new game+ feature so maybe put it up as a misc. type of category. I'd probably run it out of curiosity of how fast it can actually be.

Pause cancel is used in different ways. We consider it's strength depending on how it is used. Using it to cancel an animation is very minor. Using it to break a cutscene is major. Having it all 1 way is what caused the problems in the first place. Too black and white like that. Most of us feel that it needs to be looked at in perspective of how it is being used. Nobody is going to accidentally glitch a cutscene but people will accidentally use it for a reload or a heal. All in reasonable perspective. Remember, there is no speedrun bible that states this should be this and that should be that. Every game's communities should decide based on what is best for that specific game.

Pause Cancel: (for animation cancel and reloads/healing/item uses) Very minor exploit that cancels recovery frames during attack animation. Can be used to dodge but is slower. I vote "minor glitch"

Rebecca Skip: It is exactly that. It is a skip. Entering a room and leaving is not a glitch. The end result is a skip. This can also be done accidentally very easily as it requires no known exploits to achieve it. You are simply marking a trigger as "complete" and leaving. It can be considered an exploit, a big time save, but not really a glitch. I vote "minor glitch/exploit" on this one.

We can not make a clear divide between glitched and glitchless. That is too broad of a spectrum. Breaking it into Major and Minor like some other communities do allows us to determine more specifically if something should be allowed or not. Not every small exploit should be considered a full on glitch which is believed by many of us runners. Some are so subtle that they can accidentally be done during a casual session. Nobody wants to see anymore runs get scrapped because of such petty restriction. It needs to be viewed with a more open mind and a reasonable conclusion based on what it means to this game. Not such a black and white perspective such as "It's technically not intended by devs." All that matters is that these things are judged with a perspective that is solely based on this game's features and how it is ran.
