Category name could be simply called "Governor%". Get 90 or more points on the final score after retiring - no restriction on time period, nationality, difficulty level, skill selection, etc. - just get that minimum point total as fast as possible.

Timer start would be upon gaining control after choosing your skill and end would be on the score screen showing your rank/score.

I will be running it for NES Odyssey in a couple of weeks.

I've tested it, and achieving a rank of governor or better (90+ points) upon retirement seems like a decent goal for a run that reflects actual gameplay. In a handful of runs, I've pushed my time down to just above an hour, so it's not a terribly long category, either.
