I don't think there is a mod for that. And you instead need to look for the code

And yeah this feature was added as some guy kept on creating alt accounts and spammed gore videos to a lot of leaderboards. So this had to be added. But it does seem to be too restrictive on new accounts as lots of people have complained about the rate limit.
To request a game, you would submit a support ticket (found from Help > New ticket) under the "Add a new game to Speedrun" type.
