I agree, also worth noting that DLC doesn't even help any% anyways. If anything it extends 100%, of which, there's not even runs for yet.

DLC should be allowed to have installed to do an any% run, meaning your run will not be excluded in the event that your run contains DLC content, as there's no noticeable advantage over no DLC. (though there is the slight disadvantage of a few menu prompts that appear at the start of a new game informing you to look for DLC content.)
