AntarcticaAll questions need to be directed to the community for the game in question. They will be able to answer any questions related to what's allowed for running the game (you can also check the rules for the game, those usually specify the rules regarding emulation too). As an aside, asking for emulator or ROM downloads on this site is not allowed so don't do that.
I think what you’re seeing is just what to expect from a game running at double the frame rate. This same thing can be seen in The Legend of Zelda for the NES as an example - the game on the NES Classic runs at 60fps, but the game on the NES runs at 60.097fps (or something around there). So, the NES Classic loses about 1 second per 10 minutes of gameplay. So a 30 minute run on an NES Classic would of been a 29:57 minute run on an NES.
This is just what happens when games run faster - your time tends to get lower. For games that allow you to change the FPS of the game itself, this is usually solved by limiting the FPS of the run. I think GTA 5 does this and limits the FPS to be like 144fps. You can run at less than that, but you’ll lose time due to the game just moving slower.
This is a long way to say that I don’t think you can do what you’re trying to do. It sounds like a runner realized that running the game at 60fps ends up being faster than playing the game at 30fps, so they capitalized on that if the rules didn’t say it wasn’t allowed. You can’t somehow slow down the game in the video, it’s running at the speed it’s running at. If you’re worried about this being an issue in the future, I’d suggest doing some research on the game and imposing an FPS cap to prevent runners from arbitrarily upping the FPS (sometimes to glitchy behavior).
Using the time stamps of a video to time a run is awful advice and should never be done. That is a very inaccurate way to time a run and you should always time your run in a different way (using a timer application or frame counting the run after the fact if you think there’s discrepancies).
A game shouldn't exist on two separate LBs, so it seems like the Super Mario community decided that all the games should be under an individual LB for the Super Mario 3D All Stars game rather than on their individual pages. Maybe there are some differences in performance compared to original consoles (I'm not sure, I'm not a part of the community). Someone in the communities can probably provide you with more detail if you want it.

Maybe this is me being a boomer who hates fun and all that, but could we have either some rules around the "Talk" forum or a way to mute entire forums/mark all as read at a forum level? Threads like that remind me of old forum days when people would just spam random things for the sole purpose of increasing post count/reputation rather than contributing anything of value, even in an offtopic sense. Obviously I'm not saying that all super offtopic threads are bad, the "Don't Break the Chain" one is kind of unique even if it is just a post count booster, but at some point I feel like there has to be a line between offtopic and downright spam. I do actually check all the forums for new posts to see if anyone has anything they need help with, and sometimes people have posted questions in Talk when they think it's not on topic anywhere else, but that forum is basically filled with nonsense threads every day now that it's hardly worth my time to look for people with actual questions on the off chance they post there.
Again, this is probably 100% me hating fun, but I feel like every other forum here has some kind of rules/expected posts except for Talk (maybe by design). Talk implies to me for when people want to talk about fun things that have nothing to do with Speedrunning - some of my favorite threads from that forum are the "Where Did you Get Your Username?", "What Are You Listening Too Right Now?", "Who is Your Favorite YouTuber?", "Post Your Keyboards" as examples. Those threads embody what Talk is to me because they are interesting in that they allow users to communicate different topics and share opinions on a variety of things, or even to share some of their favorite things like music. I compare this to another forum site I use where one of the most popular threads is just called "Food" where people talk about good food and recipes they've eaten. The site itself is a music site, but that thread is in the offtopic section, and that section has tons of threads with topics like that (a thread on programming, a thread on TV shows, etc, stuff that has nothing to do with music). That to me is what Talk would be here. A lot of threads in there now aren't like that, it's just literal spam threads.
I guess the TLDR to what I'm saying is I feel like there needs to be a Talk thread for actual discussion topics and a Spam thread for when people just want to boost post count or kinda shitpost a bit (if that's even needed). Either way, I feel like whether the forums change or not, a mute button or a read all would be great because I either want to do that to Talk as it is right now or I'd want to do that to a Spam one because I just don't have an interest in topics like that.
Your account has to be 7 days old before you can delete your runs, pending or otherwise.
You’ll just have to wait for the mods to reject it or you can preemptively contact them and let them know that you’re aware the run is invalid and that you are working on one that is valid.

Sharing download links or sites that host such content is banned on this site, so I wouldn’t go around asking for such things here. Google is your friend.
Are you asking how to use an iPad to record a run (like using the iPad to record your TV for a game you’re playing on console) or are you asking how to record your gameplay of an iOS app on an iPad?
The advice is different depending on which scenario you’re asking about.
I’m pretty sure there is no limit because it would just roll onto the next page, but if you’re sticking that many threads you should probably condense them into a single document that is hosted externally so people don’t have to read like 50 threads for what I’m assuming is important information. Sticky threads should, in my opinion, really be reserved for threads that convey a very important message, or threads that need quick post access for users (but again, if you have a lot of those, an online form might be better).

This needs to be discussed with the moderators for the game in question. Make sure to find out what their process is for requesting new categories and make sure to comply with all of those rules. You can contact the mods either through DM on the site or by posting in the forums for the game in question.
Point a webcam at your TV and stream the capture from that.
Aside from that, you really don’t have any other options for streaming without a capture card. You can record with your phone taking the video, and if you can mirror that to your computer somehow that is also an option. Either way it boils down to needing an external camera of some kind.
What tips are you looking for? If you have a solution that works good for you, what are your concerns?
I’m pretty sure that that capture method doesn’t let you build any layouts or anything like that so you probably won’t be able to capture LiveSplit or any other timer alongside the game, but if it works and gets you the video you need to submit a run then I don’t see an issue with it.
