Always check with the rules/mods of any games/communities.
Usually modifications to a console that allow it to bypass things like region locking is fine, it’s only when the modifications give some kind of benefit that they aren’t allowed.
For games like OOT, as an example, using homebrew is fine as long as the version of the game you’re playing through it is the same version that was released in the Wii Shop. If you play on a version not released in the normal Wii Shop, then it would be banned. Again, this is just one example, but every game might treat it differently.
What exactly are you looking for? A program to visualize your keystrokes and show them on a virtual keyboard (like an input display)?
I said it in another thread here recently, but enjoying this hobby really comes down to enjoying competition - either with yourself or with others. If you don’t enjoy competing, then you’ll find enjoying this hobby difficult. The most enjoyment I get from this hobby is in the thrill of competing against myself to get a better time. That excites me, it’s excites me for as long as I can remember; I can find so many games in my childhood where I’d always try to beat my high scores. This hobby was a natural thing for me to enjoy because of that, and along the way I became extremely fascinated with the idea of routing and optimizing and researching games, as it let me flex my creative and logical muscles.
All of this is a long way of saying that my best advice did enjoying this hobby again is to find something about it that excites you again. Maybe it’s a new game, revisiting a childhood favorite, routing a new game, making a TAS, I could go on and on. If you find something that excites you again, then you’re good to go. This hobby is so much bigger then just grinding runs for PBs - which itself can be exciting if you love competition - so maybe try some of those other things that break up the monotony if grinding attempts.
This hobby will always have the potential to be frustrating, but dealing with that is just part of it; take it in stride and uses losses as motivation. If it becomes too frustrating, then move onto a different game. If none of this excites you, then unfortunately it appears you’ve outgrown the hobby or your interests have shifted. But consider looking at it from a different light - like creating speedrun related content (deep analysis videos on runs for example - the possibilities are endless.
I don’t think the site has any explicit restrictions, but just be warned that some mods may not feel comfortable viewing runs hosted on obscure sites because they may not know how safe or secure those sites are. It would also be a problem if those sites are locked to specific regions of the world or anything like that.
I would always recommend sticking with the traditional ones - YouTube, Twitch, etc - where possible just to simplify things for everyone.

I’m pretty sure it’s also gaining popularity because of the Youtuber Dream who has some videos of Minecraft speedrunning stuff get well into the multi-million view range.

I feel like this is better posted in the support forums for OBS as probably none of us are gonna understand that exception report.
You could also try and download an older version of OBS (I don’t remember if they make old versions available to download) and see if that helps resolve the issue. It might be a bug in their update.
I would order a capture card and wait assuming you can get one in a few days because you can’t even submit a game request until your account is 7 days old. So you have some time before you’re even allowed to submit games, so you might as well get a card ordered in the meantime.
Are you asking for capture card suggestions or are you asking if anyone has used a specific capture card?
I also would use OBS for all recording. It’s pretty much the defacto standard for deciding/streaming runs. It will allow you to capture as many Windows as you want in your layout.
Defining Speedrunning in terms of tech is nearly impossible as every game has its own unique methods and tech for going fast. Some games require complex glitches (glitches OOT categories), others require precise movement (SMB1), and some require expert routing (RPGs). Even games that are heavily glitched like OOT can still have glitchless categories that rely on expert movement and clever optimizations in routing.
That doesn’t even touch on the necessary soft skills like personal motivation you need to strive to better your own times. This is a hobby just about anyone can pick up and do, but it often takes a lot of practice and motivation to get really good at it.
Being technical and literal, you can speedrun any game, it doesn’t need to be on the site.

Mods have 21 days to verify runs. You’ll need to be patient. This is especially true for Minecraft as it is probably the busiest/most popular game on the site right now.
How do you plan on giving a mod the raw footage? Like what’s your plan to get the mod the video without uploading it to a video streaming site?
If you’re actually asking if you can do something like burn your run to a DVD and mail it to a mod, then no, nobody is going to allow that or find that to be acceptable. If an LB requires video proof, you’ll need to upload it to Youtube.
Since you mentioned PC, I'll assume emulator is an option (if it's not, sorry about that) and I would recommend one of my favorite SNES games called Marvelous: Another Treasure Island. It's a Japanese only game - although it does have an English patch - and it's in the vein of A Link to the Past in terms of the style of top-down gameplay, although the main game is nothing like ALTTP in terms of gameplay.
It's primarily a puzzle game where the game advances through solving puzzles and challenges rather combat. There is still some combat, 3 of the levels end in a boss fight - but the fights are kinda comical because your weapons are a baseball, boxing gloves, etc. This is pretty much the extent of the combat in the game, it's definitely a more puzzle game or an adventure game rather than an action game that is heavy on combat.
