As far as I've been able to tell, the best team to pick is Sweet Pea for Player 1 and Stonewall for your CPU partner.
Sweet Pea has the best 3-Point Shooting stat, and a very good Steal stat.
Stonewall seems to be a high-powered mutant of some kind, and he will very graciously murder the other team and serve up the spoils to you at the 3-point line.
I tend to believe that the character who appears on the cover of the game is the best one in the game, but while Sir Charles is very good, I think Sweet Pea makes 3-pointers more consistently, and that's the key to racking up points fast.
There is some RNG seeding that seems to take place at the opening splash screen (when the music starts). It determines who the CPU will select as your opponents.
If you mash start when the game boots up (presumably skipping the first screen on the first frame), you'll get Stonewall/Newts, which is (IMO) a sub-optimal matchup. Maybe even the worst matchup. These guys will body you and steal the ball constantly.
If you wait all the way through the opening screen without hitting any buttons, you'll get Xaos and T-Bone. This is probably not the ideal matchup, but it's much better than Stonewall/Newts.
Other RNG seeds can be accessed by skipping the opening screen at specific points. It helps to time it with the music if you're going for a particular combo.
How many signs/posts can you hit before your car breaks?
Makes all the difference on the last leg of Desert Blast (and that's the easiest track too; I'm sure the roads only get narrower)
Could there be a SNES version category? I'd definitely submit a run.
