How do I calculate the in-game time? Does this include loading screens as in-game or just any time in the app itself

Hello, I've done a number of Untitled Goose speedruns though I've never submitted one. And I have a question on the fence by the bell. It states that in Any% glitchless you can "Walk over the Fence" but not use over methods considered glitching. What I've been doing is grabbing a figure and bending down and up while pressing the left joystick. Is this considered "prop boosting" if so how can I jump the fence without this method. Thanks.
