Okay, I have maybe fixed it, try submitting the run(s) again and see if it works.
I've given you the super-mod as I'm not active in here anymore, also, I tried giving it a look and I don't know how to fix it off the top of my head. So if you could do it, that would be nice.
Nah, is okeh, I am aware of those issues. Change that up and hopefully that'll fix the lags and you could play properly. Seems reasonable, have fun.
Don't worry about that, when I was young and played this game for the first time, I got trashed, on normal, in like the second level. You played it once, I played it 200 times, can't expect even remotely close results.
Vulkan can screw you over the most, I agree, he is perhaps the hardest boss. It's even RNG sometimes I think, since when you pick up a barrel, he can start shooting and not hit you? For some reason....so I don't know... just gotta work on the strats for that one, run close to him, dodge, don't let him close to the 3 barrels and then throw and PRAY.

Well, there are no "official rules" on this game (:P), so I kinda made some up? Though I am following most of the common rules. Time should start when you select your character, right, I do that. Then, it's kinda different, since you can exit some levels and some, you can't. If you can, then I do the split when I hit the exit. If you can't, then I just split when there is the "level complete" screen. It's a minor thing. But you are right on the last one, the timer should stop when you lose control, but no one can stop me (LOL), so I just stop it when the boss takes the final hit and falls. I like it that way. Did it like that even when I didn't even plan on publishing my runs online.

I am using ePSXe 1.9.25, Fighting Force USA-NTSC 1.2 version (definitely don't use PAL, it's slow), and I use OpenGL graphics plugin with almost lowest settings I think, might depend on the framerate as well? I really don't know. But you should try using the things I mentioned in this point, runs fine even on a slower machine.

How could I explain this one....the game basically....cheats sometimes? It can hit you when you are mid-air and stop you, block forever until you stop attacking, when you grab them, they might or might not kick out...it's random I think. When it gets annoying, I just turn around, backfist them and that usually "fixes the issue". Grabbing with Hawk is super effective, Mace....not so much. Perhaps you could try Hawk on easy? That could help. And yeah, you are right, the camera can also screw you over, though L1 zooms kinda out and could help you sometimes, though I don't use it. And the controls....it requires practice. Or perhaps changing the control scheme.
Don't say bad words on my game :( I know, it's not perfect, I completely understand you. It's super funny in multiplayer cause you can beat your partner :D Well I can definitely understand, that the adaptation from Streets of Rage 2D into originally "Streets of Rage 4" is hard. Even though I never played Streets of Rage, shame on me, I can imagine. Playing a 3D beat-em-up for the first time, HARD. But perhaps you could try Hawk, if you haven't already, OR, you could do multiplayer speedrun with someone. You would be the first person ever to do that. Whatever it might be now, you at least tried and I put my hat down for you.
I'll check it out, I can agree that 12 categories is a bit too much and requires some reorganization.
I don't think it's hard to learn, you just need to follow some simple strats and use some simple tricks. I am happy to see someone else wanting to run this game.
Well, for starters, if you want to get into this game, I suggest you should do Hawk or Mace on Easy mode, around 33 minutes, very simple to beat. But still requires precision. On easy, use your combo (circle + cross (O + X)) very often, you can replenish health easily and this move is rather devastating compared to your normal attack. On easy you don't need to pick up any items, your fists and kicks do as much damage as pistol. In level 3, use the axe at the beginning. On the first boss, Driver, stun him, pick the axe and throw it, combo move, pick axe, throw, win.
Go straight, that means into Mall, it's faster. On the second boss, Exo, only use the combo move and nothing else, you can beat him before your first train leaves. Go army base. Throw baseball bats then, it's very effective. On the third boss, Vulkan, run directly to him, you can kill him with the 3 barrels that are close to him.
On the hovercraft, use the Flare gun at the guys that jump out of a helicopter, use barrels on the blue guys (this is I think THE ONLY ONE GLITCH in the game, the blue guys would 99 % of the time go for a barrel instead of you, and while they are picking it up, you can easily kill them). And then it's pretty much anything goes. In the last 2 levels before the final boss, grab people and never let go until they die. Final boss, Zeng, doesnt have a specific strategy, maybe just get behind him, kick him, and when he turns, use combo, then repeat.
Basically it's nothing hard once you get the just of it, just focus, beat people up, do 2 or 3 for 1's and profit.

I actually DO speedrun Fighting Force, practicing at the moment (with around 50 runs done), I'm going to have a run uploaded on youtube hopefully around next week. I already have one run recorded, but the time I got is not exactly the best, not even average considering my standards, so I'm going to record a new one and upload that one instead. If you're interested, you can have a look at it then, I would appreciate it, not just for the views, but because I think the game is great, and fun to speedrun, so more people could pick it up and have fun.
