I was curious if mods that are not allowed in a speedrun, can be used out of a speedrun to earn gear quicker to speed up the preparation phase of actually conducting efficient speedruns?

My main question is: are mods that influence the game/equipment gathering allowed to be installed and used before a speedrun is recorded? and then uninstalled at the time of the speedrun?
