This isn't meant to be glib or sarcastic, it really is just that simple.
So, it turns out this game was mildly censored in Japan, but in a way that looks like it'd make the run faster by some amount.
You can see in this video that the entire cutscene with sticking your hand down the decapitated cop's neck is gone, the key is just lying around in the open. This is just the change shown in the video, there may very well be more that aren't known.
I'd love to investigate myself, but you don't seem to be able to just swap between the two on Steam, it's an entirely different product that seems like it would require a japanese IP to activate and maybe continue playing? This varies by game on Steam and I'm not currently in the position where I can drop about £60 in yen to find out.

I'm wondering, does anyone happen to have access to this version of the game and can tell us what's different about it for the speedrun? It seems worth looking into.
It was 3.0.0, happened yesterday after patching the game. I did do the Retry strat like, two more times after on subsequent runs with no issue so I couldn't even really hazard a guess.
I had the "Injected Evie" split fire off on "Retrying" entering the final chase sequence, for some reason. It happened once and hasn't happened again since. Not a clue.
Not that I really disagree with you being upset about being rejected for seemingly no reason, but can we stop using the word "corrupt" to describe this? Corrupt implies bribery or otherwise gaining something. Holy moly would I find it hilarious if someone got bribed to reject runs, but what seems to be happening is spite, not corruption.

You're getting a negative reaction because the main body of your argument is, funnily enough, pointlessly semantic and practically meaningless. The reason you say anything or develop any kind of terminology, is to communicate clearly. It's pretty well-understood in the community what "casual" means in the context of speedruns and speedrun viewers, there's absolutely no reason to change this because the word itself upsets you or something. Language does what it will do, because people understand it, you aren't changing shit by being annoying in a forum, nobody ever changed language by pointing their nose up in the air and saying that it isn't "proper".

this is stuff you really should bring up with individual communities and not the general forums
but really not liking bug abuse in speedruns to me indicates broad mindset failure and you're probably not going to enjoy speedrunning very much as a result. Firstly, what constitutes abusing a bug is surprisingly difficult to satisfactorily define for quite a large number of games and secondly, bug abuse is tech, tech is interesting, intentionally limiting the space of what you're allowed to explore is in most cases, stifling and stagnating and therefore boring and as a result most people into speedrunning don't want to do it. Some games benefit from glitchless categories in the event of them just being so insanely broken that they don't even resemble a video game anymore, most don't.
Vice City specifically is a really weird example because they have a category where it's like eight minutes of one glitch and then the game ends and that obviously blows ass, so they have a different category where you don't do that but mess with a bunch of other cool breaks and glitches and stuff. Those guys do pretty much exactly what you describe and have seperate categories that limit use of certain bugs because it destroys the game so heavily. Vice City is an example of the few speedgames where a "limited bug abuse" type of category actually works wonders, so I dunno why it's the one getting a specific callout.

I'm just gonna lock this thread for the time being, the discussion has largely settled and it only gets bumped by idiots who don't run this game or any game complaining on behalf of some other idiot.
I just map the keyboard in a certain way, although admittedly my keyboard binds are nonsensical, but I think most runners of the game ran on KB+M.
Do a run of the category, and then ask the mods of the game to add that category for you. In that order specifically, don't ask for categories of stuff you haven't run because nine times out of then when people request categories for a run they "plan" on doing, they flake and never do it leaving this stupid empty board lying around.
