I'll be brief:
The reason for 107% being an IGT run was the same reason any% IGT is an IGT run, to remove savewarping from the pool of available strats but also to promote runners to focus on the games movement mechanics (thus discovering new routes and improving upon existing timings/routes/strats etc.).
You've already gone over this Busker, but I thought I'd at least share this because my concerns mirror your own to a significant degree.
When I first formed the 107% category, somewhat on a whim as you can tell, it was to be about showcasing more expansive knowledge of the game. As it stands now Collectibles% covers that in the sense that you do everything that has a direct impact on gameplay up to the end of the game.
As time went on I thought extensively about "what makes 107% a worthwhile category?" If we were to expand upon 107% to be similar to how other games do "100%" but tack on "all achievements" the runs would be long enough to potentially be a GDQ run length. There are problems though, as some of the achievements are quite tedious, as you outlined above, [Permission denied], [Beam me up, Scotty], [Light Bridges], [Mirror mirror], and some are potentially impossible to do in one play-through [This is pointless], [Never give up], [Just chillin] due to another achievement [Swiftest success].
The more I thought about it the more I came to understand that a "100% achievements" category would either have to consist of 2 runs back to back or that some achievements would need to be deferred entirely thus it would be a misnomer to call it "100% achievements".
As it stands now my submission to 107% was invalid due to additions to the rules after the point in time when I submitted it. (I didn't kill all enemies~ Though I DID try, Oops) Also the video was taken down from youtube due to a music copyright claim so there's no video for the run anyway- that is a different topic entirely though.
This should make collectibles% better to run and easier to confirm.

Changed Cell Opacity from 70% to 80%
We might try to make this a weekly/bi-weekly thing.
Test your might!
Would it be possible to sort individual categories based on different criteria?
There's a category (any%) in the game I support which breaks the IGT and the rankings refuse to be ordered based on real time first. The main category (any% IGT) is sorted by IGT making it so that all submissions for all sub-categories must be submitted with IGT as well.

Yeah that hole in Grigori I can't unsee it now. It was weird when I first looked for it after reading the game manual, the stars in the background of the level that scroll by you can see them through him.
Yuri also has a red upside down TriForce as his belt buckle. Also possibly going to be in the sequel, Little Kurly, Yuri's most loyal friend and companion is a dog of sorts.
Here's a highlight of the showcase I did of the game manual and the Voskhod Edition of Out There Somewhere.
A few days ago I finally got around to asking Amora and Saint of Studio Miniboss if I could still purchase the Desura version of OTS.
Unfortunately the Desura version is only available in a demo which ends long before the end of the game...
Here's the conversation: https://twitter.com/amora_b/status/700352135641350145
At first I was sad because I didn't think I would be able to experience it but once again Studio Miniboss has given me hope and enjoyment.
A little later I received an email:
Attached were some truly amazing things. Not only was the Desura Release included, which is called 'Out There Somewhere - Voskhod Edition'- the version the game art in the sidebar is from, but the first original soundtrack, an old fashioned game guide insert which covers content that was planned but was cut from the final release and the first prototype of the game which is so much different from even the Voskhod Edition!
If anyone is interested I would love to do a stream to showcase all of this for you guys!

Oh yeah, the stack overflow/rezoons glitch would reduce the numbers drastically. (10-20'ish- I believe?)
Ooh, I could reduce my total by 3! I forgot that you could complete 'The Wall', 'Mirror Mirror on the Wall', and 'Monster Madness' like that!
And that 'Upward Sector' is inspired. GBj's keeping things interesting.
Keep em comin'! And feel free to create your own challenges to runners to test their mettle and their knowlege of the levels. :D
Before Rezoons called it a night last night he had a go at it and was in the low 90's though I can't recall the exact number. He said he'd post it tomorrow.
I'm excited to see everyone's numbers!
I used this to keep track of my teleports: https://github.com/Glought/S.O.S.D.C/releases
Also I wanted to make sure you guys know, this isn't about being fast with it. It's about finding a route that is possible using the least number of teleshots you could afford.
I was amazed to discover how many pixel perfect jumps there are in this game that I've overlooked.
While streaming I decided to challenge myself to try and beat the game without using any unnecessary teleport shots.
My best total is 99 teleport shots needed to complete the game.
I challenge anyone to do better! :D
Note: I didn't count my total "teleshots fired" for this challenge. I counted the total teleshots I used that were needed in order to complete any given room. It's basically a segmented sum of best challenge for what you know is possible.

Nice! Yeah I had been messing around with this but hadn't thought to do that little teleport above the savepoint, that'd buy the path I was using the time it'd need to go right the way I've been attempting without having to sit while the brute shoots.
I came to the same conclusion of around 1 second of time saved and a much less risky path.
Sorry for the double post.
Another suggestion for the Out There Somewhere Sequel.
A mirror mode for the standard game would be awesome.
Hey Timbouton I was wondering how active the skype group is?
I'd be on it myself if Skype weren't such a resource hog.
So I thought I'd throw this option out there.
I've made a rudimentary OTS discord server here: https://discord.gg/0ZzyucBRM2fEi0KD
Discord is an executable or webbrowser based low resource use voice and text chat applet.
I've marked the video unlisted. Not sure why it was private.
I recently remembered looking for speedrun videos after I first beat the game blind in 45 minutes.
This community is actually the second speedrunning group of OTS. But they ran an earlier version where Yuri is clearly much more of a badass space trooper. I'd love to see them join up with us. :D
Some rooms are much more difficult, most are very similar at least in execution of expected pathing.
I'd love to see more of this version of the game. Yuri is rambo firing that gun.
