If I remember correctly the Wheelchair can be a witness due to programming; that's why in the WR for SA you see the runner stand afterway down the staircase for the guy in the wheelchair to have an accident kill going down the staircase thus SA, otherwise killing normally doesn't give you SA
Nothing is stopping you from creating these runs if you wanted to do SA/SO/Fibre Wire Only or Flying C4 as done by a few speedrunners, or accidents/poison/wrench whatever you want; and please share your runs to others to see what interesting ideas you come up with. It is just easier for and more practical if we just have the SA, SA/SO and Any%. I can assure you I am also sick of seeing the electric phone in runs as a means of eliminations but it is a reality for what IO wanted to do with the game (which can be a hit and miss); and thus a tool that is exploited in runs, as do many bugs and glitches in other speedrunning games have that can also be annoying.
Having categories dedicated to very specific items would be impractical. Default Equipment/Starting Location would be a better way if you really want those types of runs to be counted on the leaderboard. Having SA/SO/Fibre Wire is also like saying SA/SO/Accidents Only
