Apparently, it’s approximately a 5.88% chance to get it in 8th place, and then the odds progressively decrease the higher your position. The distance between you and 7th place also matters, so if you are really far behind the odds will be much greater. The All-Star item also cannot appear in the item roulette until around 30 seconds has passed.

Hi there, yes we are aware of the other versions and wanted to add them here but we were not sure on how different they were from each other and never got around to doing any testing besides noticing the character roster and course selection was a little different. We are not very knowledgeable on Java games you see. I'd be happy to add the categories right now.
Definitely think something like that would be far more interesting, however I would opt to change it from buying the most expensive thing in the store to unlocking the Blue License (50,000 SEGA Miles). This is because while the grind to buy Alex Kidd/Opa-Opa is slightly shorter, you would need to keep track of how many miles you have in the back of your mind for the whole run, and then be absolutely sure you have enough by the end and go buy them. Making a single miscalculation would basically kill the run. So by grinding for the Blue License you would not need to worry about anything because once achieved you’ll receive a notification about it, and that’s when the timer would end. In addition, because of the fact you would never need to exit gameplay, this completely circumvents the problem of loading times and keeps everything fair no matter the platform.
I am willing to make this a category and put it in the Category Extensions section, however for the category to be created there will need to be at three runs completed first, as that’s the requirement I’ve set for all other categories in the past.
I still think that people underestimate how boring this category will be lol
All Achievements has been talked about a lot, which has always perplexed me because the run would be a good 4-5 hours of actually playing the game, followed by about 2-3 hours of nothing but grinding for SEGA Miles until you reach the Gold License. It doesn’t sound fun at all and I don’t think people realise how monotonous it would be.
The category would likely need to use RTA timing (or realistically LTR but it would be so tedious to time and would take forever to do), which means that someone with a really fast PC could easily claim the record and keep it because they save too much time just on loading screens alone.
Assuming the lap skip glitch you are referring to is similar to the Highway Zero one you found the other day, are you implying you have got this trick to work on other courses too? If it is only possible on HZ then it would be pointless to make a new category for, but if it can be done on several courses, then it would make sense.
Also, given how unique this glitch is, I'm requesting that you create a guide/tutorial which thoroughly explains how the glitch works and how to pull it off. It may be possible humanly but if nobody knows how to do it then that defeats the point and nothing can be done with this.
Right click ASR in your Steam library > Properties > Local Files > Browse... > Open "settings.ini" with notepad > Edit "WINDOWED=0" to say "WINDOWED=1".
Additionally to change the resolution of the window (it cannot be stretched), edit "SCREEN_WIDTH=" and "SCREEN_HEIGHT=" to whatever works for you!
Upon watching your run it seems like it’s the latter, I tried playing ASR on my laptop about a year ago and it was always loading into levels that caused me the most trouble but once into the race it was usually bearable.
Maybe running the game in windowed and lowering the in-game graphics settings will help? As well as lowering the recording settings you use? That’s all I can offer though.

Must be from a clean save file, having everything unlocked from the get go would be a huge advantage. You can easily back up your save file and keep it somewhere safe on your PC until you’re done with the run.
