Solution was pretty simple for me. I've removed the 'set single core process affinity' tick from DxWnd. Tested about 10 times, dumper didn't stuck
I've tested out waiting and not skipping. It still doesn't work. Dumper just gets stuck in that position.
You can change the game for any in-game language as long as it is an official localisation for your country.
Also, have you tried waiting in the cutscene a bit longer? Say, 1-2 sec? Test that shit out
It also happened to me a couple of times. I thought, maybe it's something with PC rebooting? It was actually fine in a full run

Yeah, for example Subway Surfers has leaderboards that are not about speed but about Highscore.
Have you tried playing with Expert Mode in DxWnd? Particullary, DirectX settings. Also, make sure the single-core affinity is on (Go Modify - Compat. - Set Single Core process affinity)
You might try putting d3d9.dll in your game folder and THEN open it with DxWnd. Worked for me.
When they are low, for instance, the timing will be different from when they are high. So when they are low, you should press your submission key like 0.3-0.4s earlier.
Not only lucky, but you need to know the proper timing for your graphics settings. Also, be sure you skip every frame of the first cutscene so the timing is right everytime.
I'm not telling anyone they mustn't run this game but I'm telling everyone they should really show their Task Managers to avoid 99% of suspicion.
