Regarding the Bloons situation, the Bloons TD series has been renamed to a generic 'Bloons'. The existing TD games have had the series moderators explicitly added and moderation from above has been turned off for them. They are still series mods.
Jumpyluff, I've added you as a series mod, so you can add the games you want to add to the series. As the original series mods are still mods, you will have to disable moderation from above for the games you add if you don't want them to have access.
I sent a Twitch PM with a proposal of the above to all three original series mods a week ago but none of them have responded, so it's just been put into effect now.
Hopefully that should make everyone happy, if not, you know where to find me (hint: here).

licensetobill: You probably have javascript disabled, enabling it will fix it. (You might have something like NoScript installed but didn't whitelist speedrun.com, for example.)

It definitely depends on the community/game, but 3 weeks is not 'the usual' as far as I'm aware. There are some games that are undermoderated sure, but runs are marked overdue after 1 week, very overdue after 2 weeks, which seems to hold pretty well.

He (or it in this case) did post various threads, we're just deleting the spam posts at the same time as banning them.
The region is in the API response for runs, just like the emulator bool like you mentioned. The available regions for a game are also set in the API response for games.
In both cases they're returned as region IDs, but they can be embedded as well.
I realize this doesn't really say much about their popularity as such, but here's a list of games per platform on the site (as of 2 months ago):
My guess would be that javascript is disabled. If that is the case, enabling it is the way to fix it.

Codename Viper was flagged on 2015-09-02 for not being set up two weeks after it was added. For that reason the game was deleted in accordance with the policy in this thread.
Game mods are now able to delete runs they submitted, even if they submitted it for someone else. Note that if someone is unmodded, they won't be able to delete runs they submitted for others while being a mod anymore either.
