First, *speedrun And this is a somewhat subjective question depending on the game. Ideally it will not but some games/communities may have rules against it so it would be good to check.
I don't think there's many teams that are exclusively speedrunners, but there certainly are teams that have members who speedrun (CLG comes to mind).
Yes, I'm sure someone who's brand new to the site is better at detecting cheating in a WR run on one of the most popular games than the mods who have been playing the game and watching speedruns for years.

I'd argue against the "I don't believe a board mod should upload videos for records of runners who are not on the speedrun.com site." point. Being on the site shouldn't be a requirement for being recognized by the community. Now I do believe that the mod should ask before adding the run, and need not actively be searching for runs by people not on the site, but if they should find one, it is reasonable to add it.
