Even if I believed this, which truth be told I don't, there's next to no way they would allow this in any runs. At best, there would be a category split of some kind. It's a cheat code. We inherently don't like using them in speedruns. There's a reason Super Metroid Any% doesn't use GT Code, and Celeste Any% actually completes chapters.
OK first, please don't post questions in very old threads like this. Post a new one. Second, check the rules for whatever leaderboard you want to submit runs to. 99% of the time splits/timer are not necessary but there are exceptions.

Literally speaking no it does not have to be 5+ minutes. Just read the rules and make the game sound as good as you can. Additionally, full game playthrough can be either 100% or Any% depending on what you want to submit. 100% may be a better choice to show more of the game and some tech that may not be in Any%.

Actually I believe being active is a linear function. So if you submitted a run today, you count as one active person. If you submitted it yesterday, you count as like 0.97 active people. This goes down day by day until you haven't submitted a run for 30 days, at which point you no longer contribute to the active player count.

To clarify, Left+Right and Up+Down is usually banned BECAUSE it's impossible on NES. So allowing it on emulators would give an unfair advantage to emu runners.

Several MK64 runners (including Abney) have also beaten the initial RRd TAS of the new skip that was found recently. It's more so evidence of a less than optimized TAS than runner skill
