@Eclipsed do a frame count for each run claiming to be WR and see which one is technically fastest. If they are both the same number of frames, then it's a tie for world record.
Regardless, it's a tie, both are technically world record, order doesn't matter.

Easy fix is not counting load times at all.
There's really no right or wrong N64 emulator to use since they all are inaccurate. If you're looking of putting up times on a leaderboard, ask that game's forums about what emulator is allowed.
If you just wanna play N64 games, casually or fast, just use Project 64

You're certainly not wrong. I would say leaderboard cleanup should be done though. Rule changes, etc.
Other than time sensitive things like sniping big marathon submissions with your WR that you got off a new strat, I don't really see the point.

I've seen people hold back how a trick is done before and it wastes everyone's time. I mean, once you post a run with said trick someone will at least attempt to replicate it. So even if they don't understand what is happening, they could still perform, so was holding back that find really worth it?

@JonnyFX I'd be more concerned about him using a glitch in a glitchless category than some headshots that aren't hard to get when running by point blank.
edit: though whether or not nospread and norecoil is used I'm not sure, I haven't taken cs seriously in a long time, but at my initial glance I would say it looks too perfect. Also, why not bhop at the end to save some frames. And the one shot after the grenade, why not a flick shot? eh, w/e it's a csgo wr lmao.
keep in mind it's a 20 second run, so attempts can be ran through hundreds of times in one sitting, so polishing up recoil control doesn't seem to be a big deal.
