Assuming you have the console and games already the cost of streaming original hardware can be as cheap as pointing a webcam or phone camera at your TV, all the way up to expensive capture cards and console mods that certainly make for a pretty stream but that's it. The middle ground of course is something like an SD capture card like the GVUSB2. Since you're asking about emulation, I'm assuming you're looking to play games from the PS2/GC era and earlier, so SD capture should cover those just fine.
As far as emulation goes, it's perfectly fine and acceptable. Why it feels wrong to you I don't know, but so long as the emulation is accurate, there shouldn't be an issue. Some communities even allow less than perfect emulation due to console/game obscurity.
It's just video games, play them for fun.

If you're talking about Aris idk, says they have 2 runs, though have they been pending for 4 years, or did the leaderboard disappear? I imagine the problem with purging old usernames is the risk of hurting leaderboards. People tend to pick up speedrunning as a hobby and then quit all the time. I get this person has no runs visible, an exception could probably be made though.
You have dates established? A charity? What's your plan on restreaming? Why the 5 hour mark specifically?

lmao the only difference between a speedrun and a lets play is if you call it a "speedrun" or a "lets play"
both are still beating the game. even the lets play has strategy put into it to beat it. so even if your strategy isn't optimal, and you're not particularly good at the game, so long as you call it a speedrun and make an attempt to at least time it, it's still a speedrun.
There are speedrunners that make a career out of just snagging "wrs" in games that have zero competition, thus requiring zero effort. They pick up and put down a game within the same day. There's also some games where just being able to complete a playthrough is a task in itself, regardless of how you do it or how sloppy the run looks. Are these speedruns? As long as the person submitting their run calls it a speedrun.
Loading a save state in general for any speedrun should be out right not allowed, regardless of the affect it can have on the run.
But yeah for a more specific reason, it can affect "RNG" and/or patterns in the game. In a game like Castlevania we found awhile back that sub weapons drop on certain frames, and that the game keeps track of this from power on, meaning a save state skipping the 9ish seconds of title screen and intro could set them up for drops for free by giving them the same enemy patterns every time.
Yeah it's not like it's a long game either and you're right, no way to prove that you passed the controller off anyways. I'd say just wait for site mods to chime in here.

As for whatever text file has to do with anything, whatever proof it gives, I have no clue. Not sure how that could be proof of anything.
Also we have no way of believing your DMs, since they could be faked as well, part of the reason why I'm against using them for reasons like this, but what are ya gonna do I suppose.
edit: Site mods can clear up pretty quickly if the DMs are real of course, but it's still an annoying extra step for everyone else. Where is the text file even pulled from anyways, SRC? Twitch? IRC? regardless a terrible reason to reject runs, though he's right about save states.

You've given no concrete reason or evidence to separate them and made the change with no consideration for input from the small community it has. If this was a bigger leaderboard and not a meme nongame a content mod would revert the change. If you want to separate the two it should be done after input from other runners, not on a "well this is what I feel like doing" basis.
I don't have an issue with changing timing to that, it's more that this is the second time its changed and runs still haven't been re-timed. I re-timed a few when I was mod, but I have zero desire to mod games any more. I can even help with it if it's an issue.
As far as emulation that sounds like more of an issue with the player and the player's setup rather than emulation not being accurate. There's plenty of accurate NES emulators out there, if you're having an issue with one list what it is so other people can test it. NES games are some of the few games where emulation is basically perfect so the leaderboard has been split for no reason.
