Inactive is considered to be 3 weeks or 21 days. If, however, you are having a problem with a moderator and you have reasonable evidence for your argument then you can also make your case here. (Forum posts, contact attempts etc.) Remember that you are expected to try all available methods of contact before coming here also.

- You could submit the game to the Series Mods, they have the ability to make a game within the series itself.
- You can request the game in the normal method and it should hopefully be placed in the appropriate series itself by whomever adds the game. If it isn't then you can request it to be added to the appropriate series here - http://www.speedrun.com/The_Site/thread/be179

However, as Klashik said, try and message Jumpyluff on their social media account. They are a mod for at least 150 games on the site, and may just not have had time to get around to your submission. Mods also aren't required to verify every run every time they visit the site. Everyone here does what they do voluntarily, so yes, it sometimes takes a bit of time.
It varies, but can sometimes take up to two weeks. Game submissions are handled manually in batches as and when the person handling them is available.

So, I've looked at the SMB2 board and there isn't an IL set. Are you just talking about the Any% category, or did there used to be an Individual Levels section too?

I did a Lego Lord of the Rings run of just under 4 hours before a couple of large skips were found. The run's now 2h40mins long.
Until you delete your cookies, which is what saves that you've said that you're okay with cookies.
The series mods can add the games to the series, however the games have to be added to the site by a site admin first. The games you want added to the series don't exist on the site yet. If you put the series they are a part as part of the request, then they should be added to the series automatically.
In short, wait for your requests to go through. They should be in the series when they're added.
I may be wrong then on the ones at the bottom of the forum, but the drop down list is the list you see when you click "Games" up top.
@GhostScit - Mods aren't expected to verify runs every time they are online. 4 days is still within a reasonable time frame. If you think that they may have accidentally skipped over your run then please contact one of the active mods on their social media accounts, Twitter usually being the most reliable.
This is a last resort thread, and is only meant to be used once you have expended all other resources to get your run verified.

If level manipulation is something that can be done by everyone, with no extra tools (Game Shark etc) then yes, they should be allowed, because you're not restricting who can do it.
It varies game by game, and is mainly because of text speed. In a game with a lot of dialogue and not much voice acting then the fewer characters you see, generally the faster the game is in those sections.
Games of Japanese origin (Ones that are released in Japan first, then exported) will often be different to the international versions of the game because of the extra time they have during the translation process to work on the lesser bugs they didn't have time to fix.
Even if there was a blocking function available, it would only block direct communication between the two of you. Not being able to see someone posts on a forum would be a very bad thing, and lead to confusion in some situations where people are replying to said blocked person.
