While not a mod/fix, I'd like to put here that disabling your audio devices after launching the game in order to skip all voice lines/other effects is not allowed. This is because you're changing the hardware while the game is running (similar to other banned glitches as the "open disc tray" hardware trickery in PS1 speedruns).
Trying to launch the game with no audio devices enabled causes the game to not start and throw an error, meaning you can't normally setup the hardware in this way before the game launches (and even if it didn't screw playing the whole game with no sound :P).

Hey guys, the rule "Any times that wish to be considered WR must be done from a fresh game start" was just added to every non-IL category that didn't already have strict restarting rules (Currently Any%, All Missions, All Tags / Snaps / Horseshoes / Oysters / Collectibles / USJ). This means: YOU MUST SHOW THE GAME LOADING FOR THE FIRST TIME IN THE VIDEO.
The reason a game restart is needed is because of various carryover effects between new games while the game is still running, such as XP on stats, loaded vehicles etc.
We decided not to enforce the rule on every runner, since the amount of time possible to gain is minor and restarting the game on every attempt when your new to the game/category just trying to finish your first run would be brutal. However at the high end of the leaderboard it could be used for an unfair advantage by those looking to get a prestigious WR. As such we used the wording "Any time that wishes to be considered WR...". This means that anyone who has a hope of getting a WR (say top 5 runners or whatever) would be encouraged to follow the rule to avoid disappointment.
Anyone found to be intentionally abusing the carryover effects would probably be rejected anyway, but the rule makes it so that there can be no question on whether they did or not. (by enforcing showing first load in video)
Yeah after we talked about it a bit (sorry we weren't, thanks for kicking us about it) we're currently at the conclusion that changing the timing to anywhere else won't actually solve anything.
The issue with the current timing is that you can gain time based on the inconsistency of gaining control of CJ yes? Well changing to any other proposed timing method (after loading bar disappears, on fade to black after loading) won't change that fact. You will still gain time on the inconsistent control, because you can start moving quicker regardless of where you started the timer. (if anything, starting the timer when you do actually gain control of CJ is actually more accurate)
The only thing is improves is manually starting the timer is slightly more accurate, at the cost of re-timing every run, informing every runner of the change and changing auto-splitters. The only real way to fix this issue is to have an accurate start to the current auto-splitter, one that detects and starts when you actually gain control of CJ. Until then, or until someone comes up with a better timing start (We can't think of any) I don't think this is a worthwhile change.

Just going to dump everything I find out about this here:
Getting hit by bullets slows you down (CJ says "OW" and slows down a bit) making it not useful for sliding through missions with enemies.
The setup time is around 2-3 seconds (unlike "normal" sliding's "as fast as you can do it" time).
During the slide you can switch weapons.
During the slide you can freely move in any direction (or none!) and maintain the slide, you can also do all of CJ's standing movements (Walking (ALT), Normal (W,A,S,D), Jogging (Holding SPACE), and yes even Sprinting! (Tapping SPACE with light weapon). It seems that it adds CJ's "Walking while in fighting pose" speed to whatever other movement you do (making this faster then sprinting).
It seems easy enough to get this consistently (I've been using it for ~1 hour and I'm confidently getting it).
It doesn't seem to work with any other weapon (I've only tested a Knife (another melle weapon) and a Minigun (another animation changing weapon) so feel free to try others!).
Attacking or doing any other animation (falling, phone call) cancels it.

I'm not familiar with how livesplit scripting works, but it seems that I can't use both tdvua's auto splitter and this at the same time? Is it possible to merge them?

Then anyone who is close enough to the top should do it BECAUSE of the fear of doing that hoXyy. That's the point of the rule.
Casual runners will not abuse any such a glitch lelreset, and even if they did and they get their precious sub 6/sub 5 or whatever, does it really matter?
I'm not saying only people who go for WRs will/can do it, hell I would still do it just because I know about it, but if some random guy submits a 7 hour run or some shit I'm not going to deny it because they didn't restart their game.
I have no strong feelings one way or the other which is why I haven't said anything, but I'm too busy to help make the transition right now if we did go through with it (inb4 mod me and I'll do it(no)).
It would be nice to have to same timing as the other GTAs and it also makes it easier to start the timer right (if we use when you skip the cutscene)
But honestly, this doesn't seem like a massive problem, it's a bit silly where it is right now but meh?
As for the "enforce the game reset" thing, we could just go with the Pokemon running idea of "Emulators are allowed but WORLD REEEEECCOOORRDS can't be on emu" that way serious runners (who such a rule matters for) will do it, but the casuals don't have to have a massive pain in the arse.
There is a few forced train rides in Mexico (and that one where you follow/defend a train on horse but you can get on the train if you want to) where you have nothing to do for awhile, I'm not sure if the challenges need to be done in order but if you could wait until Mexico then that would be the best time to shoot the birds.

Is that saving any time though? I think I did something like this before and it just makes the boss talk twice, you still wait for the dialogue to happen as normal though.

Not sure there is any "community", it's mostly just me and a couple others sometimes. I'm glad someone wants to route 100%, the only reason I never added the category was because there isn't a run of it, I was planning on doing a Survivalist Challenge run at one point which is why that's there but I never got around to it. I'd be happy to help you route, but I haven't really looked into it at all, without googling I'm not even sure what is required for 100%. If I could remember where my notes where for the Survivalist I could give you those but otherwise it's just my Any% notes in the guides section.
