with the classic Any% speedrun is it only the 69 missions and all strangers/freaks only

if i was to attempt a GTA any% classic speedrun and i allowed to use in game cheats such as spawning helicopters and invincibility, and am i allowed to skip all the cutscenes that come woth all 69 missions
